Should the Government help pay for spaying, neutering, and vaccines for pets? 

In the process in writing my paper I became more intrirgued with my topic.  I found many website that had programs all over the world to help animals and help them to be spayed or neutered and vaccinated.  I didn't use many other resources at the time until I started my project.
